win: Removing uv_udp_connect6

This function isn't exposed or used internally. Nor
is there a windows implementation for IPv4, or
unix implementation for IPv4 or IPv6.

However, sockets do support UDP connections (which
just let you use send/recv instead of
sendto/recvfrom), so as an alternative, we could
add support for uv_udp_connect* for all OSs.
