test: fix flaky udp_mmsg test
Take into account that the data may not be already available in the socket causing the `recvmsg()` / `recvmmsg()` calls to return `EAGAIN` or `EWOULDBLOCK`. Fixes: https://github.com/libuv/libuv/issues/3479
