linux: remove arm oabi support (#3942)
The last major distro that supported the oabi calling convention was Debian 5 (Lenny) and that went out of support in February 2012. It seems like a fairly safe assumption that nothing speaks oabi anymore in this day and age. Fixes: https://github.com/libuv/libuv/issues/3935
