Reconfigure CI (#259)

* Add basic presets
* Add basic pre-commit
* Reconfigure github action

- Enforce pre-commits
- Move conan to CD workflow
* Add simple instructions for pre-commit
* Simplify action CIs
* Add coverage CI

Temporarily disabled until setup internally
