They are still slow in these jobs/combinations.

- non-native/FreeBSD/arm64 autotools +36s
- non-native/FreeBSD/arm64 cmake +1m
- windows/linux-cross-mingw-w64 autotools +33s

These ones remain:
- linux/aws-lc cmake +6s
- windows/linux-cross-mingw-w64 cmake +12s
