- QUIT is not an important FTP command
- curl only sends it "best effort", meaning it might not be sent
- it is a known "flaky" thing in test output because of this

The threee tags `<name>`, `</name>` and `<command>` were frequently used
with a leading space that this removes. The reason this habbit is so
widespread in testcases is probably that they have been copy and pasted.
Hence, fixing them all now might curb this practice from now on.

This test is contributing to flakiness on the Windows CI runs.
Killing the ftp server after the test run like other slowness
tests already do may help resolve or reduce the flakiness.

As pointed out in Bug report #3579064, curl_multi_perform() would
wrongly use a blocking mechanism internally for some commands which
could lead to for example a very long block if the LIST response never
showed.
The solution was to make sure to properly continue to use the multi
interface non-blocking state machine.
The new test 1501 verifies the fix.
