- Update the OpenSSL connect state machine to handle
SSL_ERROR_WANT_RETRY_VERIFY.
This allows libcurl users that are using custom certificate validation
to suspend processing while waiting for external I/O during certificate
validation.

consistently for all man pages using a custom pointer set by the
application.

Add licensing and copyright information for all files in this repository. This
either happens in the file itself as a comment header or in the file
`.reuse/dep5`.
This commit also adds a Github workflow to check pull requests and adapts
copyright.pl to the changes.

- Document in DOH that some SSL settings are inherited but DOH hostname
and peer verification are not and are controlled separately.
- Document that CURLOPT_SSL_CTX_FUNCTION is inherited by DOH handles but
we're considering changing behavior to no longer inherit it. Request
feedback.

Remove support for, references to and use of "cyaSSL" from the source
and docs. wolfSSL is the current name and there's no point in keeping
references to ancient history.

- Ignore X509_R_CERT_ALREADY_IN_HASH_TABLE errors in the CTX callback
since it's possible the cert may have already been loaded by libcurl.
- Remove the EXAMPLE code in the CURLOPT_SSL_CTX_FUNCTION.3 doc.
Instead have it direct the reader to this cacertinmem.c example.
- Fix the CA certificate to use the right CA for example.com, Digicert.
