Log progress only at start and end of transfer to give normalized
output when upload data is only partially sent or temporarily blocked.
Fixes test with CURL_DBG_SOCK_WBLOCK=90 set.

Before this patch, the result code was a mixture of `int` and
`CURLcode`.
Also adjust casts and fix a couple of minor issues found along the way.

Add a deprecated attribute to functions and enum values that should not
be used anymore.
This uses a gcc 4.3 dialect, thus is only available for this version of
gcc and newer. Note that the _Pragma() keyword is introduced by C99, but
is available as part of the gcc dialect even when compiling in C89 mode.
It is still possible to disable deprecation at a calling module compile
time by defining CURL_DISABLE_DEPRECATION.
Gcc type checking macros are made aware of possible deprecations.
Some testing support Perl programs are adapted to the extended
declaration syntax.
Several test and unit test C programs intentionally use deprecated
functions/options and are annotated to not generate a warning.
New test 1222 checks the deprecation status in doc and header files.

Add licensing and copyright information for all files in this repository. This
either happens in the file itself as a comment header or in the file
`.reuse/dep5`.
This commit also adds a Github workflow to check pull requests and adapts
copyright.pl to the changes.

Explicit conversion to 'long' of curl_easy_setopt() third argument for options

Added missing memoryTracking to test cases 560 and 583. If this triggers
leak detection on these, it only means that previously it was going unnoticed.
All C and H files now (should) feature the proper project curl source
code header, which includes basic info, a copyright statement and some
basic disclaimers.
The 66 bytes checked are those 38 bytes with the chunked encoding
headers added: 8+8+10+35+5 = 66
The three-letter words become 8 bytes on the wire because they are sent
like: "3\r\none\r\n"
... and there's the trailing 5 bytes write after the four lines since
the final chunk is sent (which is "0\r\n\r\n").
