For MinGW this is `-DNO_OLDNAMES`, with MSVC it is
`-D_CRT_DECLARE_NONSTDC_NAMES=0`.
There have been some support for this before this patch.
After this patch this is extended to all examples.

either happens in the file itself as a comment header or in the file
`.reuse/dep5`.
This commit also adds a Github workflow to check pull requests and adapts
copyright.pl to the changes.

All C and H files now (should) feature the proper project curl source
code header, which includes basic info, a copyright statement and some
basic disclaimers.
