Delete a bunch of unnecessary-looking headers from some examples. This
is known to be tricky on AIX (perhaps also in other less-tested envs).
Let me know if any of this looks incorrect or outright fails on some
systems.

- `websocket.c`: use `Sleep()` on Windows.
`sleep()` and `unistd.h` are not available in MSVC.
- `http2-upload.c`: use local `gettimeofday()` implementation when
compiled with MSVC.
(Alternate solution is to disable the trace function for MSVC.)

rules, so silence the rule in favour of the warning-free C syntax.

Windows compilers define `_WIN32` automatically. Windows SDK headers
or build env defines `WIN32`, or we have to take care of it. The
agreement seems to be that `_WIN32` is the preferred practice here.
Make the source code rely on that to detect we're building for Windows.
Public `curl.h` was using `WIN32`, `__WIN32__` and `CURL_WIN32` for
Windows detection, next to the official `_WIN32`. After this patch it
only uses `_WIN32` for this. Also, make it stop defining `CURL_WIN32`.
There is a slight chance these break compatibility with Windows
compilers that fail to define `_WIN32`. I'm not aware of any obsolete
or modern compiler affected, but in case there is one, one possible
solution is to define this macro manually.
grepping for `WIN32` remains useful to discover Windows-specific code.
Also:
- extend `checksrc` to ensure we're not using `WIN32` anymore.
- apply minor formatting here and there.
- delete unnecessary checks for `!MSDOS` when `_WIN32` is present.

Prior to this change if curl_multi_perform returned 0 running handles
and then all remaining transfers were added, then the perform loop would
end immediately without performing those transfers.

Add licensing and copyright information for all files in this repository. This
either happens in the file itself as a comment header or in the file
`.reuse/dep5`.
This commit also adds a Github workflow to check pull requests and adapts
copyright.pl to the changes.

All plain C examples now (mostly) adhere to the curl code style. While
they are only examples, they had diverted so much and contained all
sorts of different mixed code styles by now. Having them use a unified
style helps users and readability. Also, as they get copy-and-pasted
widely by users, making sure they're clean and nice is a good idea.
573 checksrc warnings were addressed.
Prior to this change the 10-at-a-time example showed CURLE_RECV_ERROR
for the sony website because it ends the connection when the request is
missing a user agent.
All C and H files now (should) feature the proper project curl source
code header, which includes basic info, a copyright statement and some
basic disclaimers.
all multi and hiper examples:
* don't loop curl_multi_perform calls, that was <7.20.0 style, currently
the exported multi functions will not return CURLM_CALL_MULTI_PERFORM
all hiper examples:
* renamed check_run_count to check_multi_info
* don't compare current running handle count with previous value, this
was the wrong way to check for finished requests, simply call
curl_multi_info_read
* it's also safe to call curl_multi_remove_handle inside the
curl_multi_info_read loop.
ghiper.c:
* replaced curl_multi_socket (that function is marked as obsolete) calls
with curl_multi_socket_action calls (as in hiperfifo.c and
evhiperfifo.c)
ghiper.c and evhiperfifo.c:
* be smart as hiperfifo.c, don't do uncessary curl_multi_* calls in
new_conn and main
