tests: use %TESTNUMBER instead of fixed number
...
This makes the tests easier to copy and relocate to other test numbers
without having to update content.

runtests: provide curl's version string as %VERSION for tests

... so that we can check HTTP requests for User-Agent: curl/%VERSION

curl -w: handle a blank input file correctly
...
Previously it would end up with an uninitialized memory buffer that
would lead to a crash or junk getting output.
Added test 1271 to verify.
