copyright: make repository REUSE compliant 
Add licensing and copyright information for all files in this repository. This
either happens in the file itself as a comment header or in the file
`.reuse/dep5`.

This commit also adds a Github workflow to check pull requests and adapts
copyright.pl to the changes.

copyright: fix out-of-date copyright ranges and missing headers 
Reported by the new script 'scripts/copyright.pl'. The script has a
regex whitelist for the files that don't need copyright headers.

Removed three (mostly usesless) README files from docs/

Closes #5141

- replace tabs with spaces where possible
- remove line ending spaces
- remove double/triple newlines at EOF
- fix a non-UTF-8 character
- cleanup a few indentations/line continuations
  in manual examples

1700668d78 tests: add #96 #558 and #1330 
These verfy that the 'memory tracking' subsystem is actually doing its
job when using curl tool (#96), a test in libtest (#558) and also a unit
test (#1330), in order to prevent regressions in this functionallity.

fb199cd29d Converted tests 558 & 559 to use the unit test framework as 1305 
Test 558 was just a subset of 559 which is something that can be
easily added later.

0ce97f77e0 Use our Curl_addrinfo definition even when an addrinfo struct is available. 
Use a wrapper function to call system's getaddrinfo().
