either happens in the file itself as a comment header or in the file
`.reuse/dep5`.
This commit also adds a Github workflow to check pull requests and adapts
copyright.pl to the changes.

Enable Linux GSO in ngtcp2 QUIC. In order to recover from the
EAGAIN/EWOULDBLOCK by sendmsg with multiple packets in one GSO write,
packet buffer is now held by struct quicsocket. GSO write might fail in
runtime depending on NIC. Disable GSO if sendmsg returns EIO.

This field needs to be wide enough to hold sockaddr_in6 when
connecting via IPv6. Otherwise, ngtcp2_conn_read_pkt will drop the
packets because of the address mismatch:
I00000022 [...] con ignore packet from unknown path
We can safely assume that struct sockaddr_storage is available, as it
is used in the public interface of ngtcp2.

If the QLOGDIR environment variable is set, enable qlogging.

QUIC functions that are backend independent.

Currently, the TLS backend used by vquic/ngtcp2.c is selected at compile
time. Therefore OpenSSL support needs to be explicitly disabled.

- Remove our cb_update_key in favor of ngtcp2's new
ngtcp2_crypto_update_key_cb which does the same thing.
Several days ago the ngtcp2_update_key callback function prototype was
changed in ngtcp2/ngtcp2@42ce09c. Though it would be possible to
fix up our cb_update_key for that change they also added
ngtcp2_crypto_update_key_cb which does the same thing so we'll use that
instead.

Using either option will enable a HTTP3 build.
