The threee tags `<name>`, `</name>` and `<command>` were frequently used
with a leading space that this removes. The reason this habbit is so
widespread in testcases is probably that they have been copy and pasted.
Hence, fixing them all now might curb this practice from now on.

Stop checking the timeout used by the client under test (for most
tests). The timeout will change if the TFTP test server is slow (such as
happens on an overprovisioned CI server) because the client will retry
and reduce its timeout, and the actual value is not important for most
tests.
test285 is changed a different way, by increasing the connect timeout.
This improves test coverage by allowing the changed timeout value to be
checked, but improves reliability with a carefully-chosen timeout that
not only allows twice the time to respond as before, but also allows
several retries before the client will change its timeout value.

By making them look less like http headers, the hyper mode "tweak"
doesn't interfere.
Enable test 2002 and 2003 in hyper builds (and 1280 which is unrelated
but should be enabled).

The tftpd server may still be busy if the total timeout of
25 seconds has not been reached or no sread error was received
during or after the execution of the timeout test 1238.
Once the next TFTP test comes around (eg. 1242 or 1243),
those will fail because the tftpd server is still waiting
on data from curl due to the UDP protocol being stateless
and having no connection close. On Linux this error may not
happen, because ICMP errors generated due to a swrite error
can also be returned async on the next sread call instead.
Therefore we will now just kill the tftpd server after test
1238 to make sure that the following tests are not affected.
This enables us to no longer ignore tests 1242, 1243, 2002
and 2003 on the CI platforms CirrusCI and AppVeyor.

The tftpd test server now logs all received options and thus all TFTP
test cases need to match them exactly.
Extended test 283 to use and verify --tftp-blksize.
... this also makes sure that the progess callback gets called more
often during TFTP transfers.
Added test 1238 to verify.
