cmake: stop CMake from quietly ignoring missing Brotli

The CMake project was set to `QUIET` for Brotli instead of
`REQUIRED`. This makes builds unexpectedly ignore missing Brotli even
when `CURL_BROTLI` is enabled.

Closes #11376
